Penn Square Partners' Inside Connection to Lancaster County Government

In late 2003, County Commissioner Pete Shaub voted AGAINST a $40 million bank loan and taxpayer guarantee for the proposed hotel and convention center project. Yet barely a year later, Pete Shaub positioned himself in the media as one of the biggest SUPPORTERS of the project.

What happened?

After his re-election, Pete Shaub in early 2004 brought Don Elliott into Lancaster County government as "Chief Administrator". Don Elliott's application for the position included none other than Penn Square Partners' president Nevin Cooley as a reference, where he is listed as a "Colleague".

The Lancaster New Era of August 30, 2006, described Lancaster County government like this: "get 2,400 magnets, arrange them in a pyramid and on the top write 'Don Elliott.' "

Since late 2004, a steady stream of information from inside the Court House has been published in the local media, slanted in a way to make County Commissioner Pete Shaub look good and Commissioners Dick Shellenberger and Molly Henderson look bad. What kind of connection would be needed to consistently leak that kind of information?
